P1.6-B Maa-Magtuod flyover project reaches 70% completion amid challenges

DAVAO CITY, Philippines — The Department of Public Works and Highways (DPWH) reported on Friday that the P1.6-billion Maa-Magtuod Flyover project has reached 70% completion, despite grappling with substantial delays exacerbated by land acquisition challenges.

Dean Ortiz, spokesperson for DPWH XI, acknowledged that since its inception in 2021 with an initial target for completion in 2023, the project has encountered setbacks primarily due to road-right-of-way (ROW) issues.

Only 19 out of 35 affected property owners have accepted the government’s compensation offers for their land, prolonging the project’s timeline.

“The delay is mainly attributed to ROW issues. Despite achieving 70% completion, ongoing groundwork continues to be hindered by these unresolved concerns,” explained Ortiz.

Responding to criticisms regarding project funding and progress, Ortiz clarified, “The project is fully funded and is being executed by a single contractor,” dispelling rumors of financial shortages and subcontractor complexities.

Gil Avalle, the project foreman, provided further insights into the construction’s progress, stating, “We are currently focused on installing girders, with a dedicated team of 27 personnel actively engaged on-site.”

The project caused significant traffic disruptions caused by the ongoing construction, as the national highway serves as a crucial artery connecting the city’s southern and northern districts.

The project is causing monstrous traffic congestion.

Acknowledging the frustrations voiced by motorists and pedestrians alike, Avalle said .”Despite facing daily criticisms and curses, our team remains committed to delivering on our responsibilities.”

Ortiz underscored the challenges posed by the project’s location and emphasized the urgent need to resolve ROW issues.

“It’s imperative for the public to recognize the complexities involved in this endeavor. Resolving the road right-of-way concerns is paramount for us to proceed effectively,” Ortiz emphasized.

Looking ahead, DPWH remains optimistic that the superstructure of the Maa-Magtuod Flyover will be completed by November, marking a crucial milestone in alleviating the chronic traffic congestion plaguing the vital north-south artery of the city.
