DAVAO CITY, Philippines — The city government of Davao, through a Public-Private Partnership (PPP), is gearing up to launch the Smart Traffic Enforcement System (STES), aimed at monitoring vehicle movements and enforcing traffic regulations.
Dionesio Abude, Chief of the City Transport and Traffic Management Office (CTTMO), told Newsline that groundwork for the STES has commenced along the Carlos P. Garcia Highway of the Davao Diversion Road.
“Infrastructure work has already begun in three identified areas,” Abude stated.
The advanced technology of the STES will encompass the following features:
- License Plate Number Recognition
- Speed Enforcement
- Detection of Mobile Phone Use and Seatbelt Compliance
- Identification of seatbelt usage by drivers and passengers
Additionally, the system will track vehicle counts in designated zones, storing all relevant data in a secure government database.
Abude emphasized that the STES forms part of Davao City’s broader strategy to enhance traffic monitoring.
The upcoming PPP project aims to implement “no-touch” apprehension, where violations are automatically recorded and fines are imposed upon vehicle registration or license renewal, once the project is completed.
In many countries, the criteria for a “Liveable City” include factors such as housing conditions, healthcare, recreational amenities, environmental protection measures, and effective traffic regulation.
