Coast Guard personnel deputized as traffic enforcers in Davao City

DAVAO CITY, Philippines — Some personnel of the Philippine Coast Guard in Southern Mindanao have been granted authority by the Land Transportation Office (LTO) XI to act as traffic enforcers.

This follows their completion of a rigorous two-week seminar and on-the-job training program, preparing them for deployment on city streets to enhance traffic management and security.

Ten personnel from the Philippine Coast Guard District Southeastern Mindanao, along with 11 personnel from the Land Transportation Franchising and Regulatory Board (LTFRB) XI, have been newly deputized. Their primary responsibility will be issuing citation tickets to enforce road and traffic regulations.

This initiative mirrors efforts already underway in the National Capital Region. On July 12, the Special Action and Intelligence Committee for Transportation (SAICT) XI launched in Davao City.

Commodore Rejard Marfe, Commander of the Coast Guard District Southeast Mindanao, acknowledged the challenge of adapting their sea-trained personnel to street duties.

“These personnel are trained for maritime operations, so we rely on ongoing training from our LTO partners to ensure proficiency in this new role,” Commodore Marfe emphasized. He also expressed readiness to provide additional personnel as needed by the LTO.

LTFRB Regional Director Nonito Llanos III welcomed the expanded role of LTFRB in regional law enforcement, expressing optimism for the campaign’s success in enhancing compliance with traffic laws.

Together, the Coast Guard and LTFRB will bolster traffic law enforcement alongside 38 existing LTO deputized agents in the region. Eleanor Calderon, Regional Director of LTO XI, affirmed the preparedness of the new enforcers, highlighting their thorough understanding of road and traffic regulations.

Davao City is pioneering the establishment of a SAICT outside Metro Manila, with plans to extend similar committees to other regions like Cebu. The aim is to strengthen prosecution of traffic violators and ensure the safety of southeastern Mindanao’s transportation system.

Michael John Villar, OIC Chief of SAICT at the Department of Transportation, underscored the collaboration among agencies under SAICT to intensify enforcement efforts. The unified approach is expected to ensure comprehensive implementation of traffic laws and regulations across the entire Davao region.
