DAVAO CITY — The Mindanao Development Authority (MinDA) takes firm but respectful exception to the recent comparison of Mindanao’s human development status to that of Sub-Saharan countries. While we welcome critical discourse that sparks meaningful conversations, such narratives must be based on accurate data, cultural sensitivity, and a genuine appreciation for the complexities of regions like Mindanao, not outdated stereotypes that diminish the progress we have collectively achieved.
Mindanao: A Pillar of National Development
MinDA Chairperson Secretary Leo Magno said being home to 26 million Filipinos and spans over 102,021.92 square kilometers, it is a crucial pillar of national development.
“As the country’s food basket, it contributes 45% of the national food trade and 42% of total fish production and allocates one-third of its land to agriculture—ensuring food security for Mindanao and the entire Philippines. The region’s economic and infrastructural development continues accelerating, driving inclusive growth and fostering long-term stability,” he added.
Mindanao continues to progress in human development. While its 2022 Human Development Index (HDI) of 0.68 is slightly below the national average of 0.71, it is still well above the aggregate HDI of Sub-Saharan Africa and even surpasses that of South Asia.
More importantly, every region in Mindanao, including the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM)—has consistently improved its HDI over the past five years, demonstrating tangible progress in health, education, and economic opportunities.
These gains did not happen by chance. The Bangsamoro Organic Law (RA 11054) passage and sustained peace-building efforts have paved the way for a more stable, self-reliant, and empowered Mindanao.
The resilience of the Mindanawon spirit—shaped by adversity but strengthened by unity—continues to drive this transformation. Infrastructure projects, educational initiatives, and strategic economic investments rapidly reshape Mindanao into a center of opportunity and progress.
Beyond statistics, Mindanao contributes far more to the Philippines than many realize. Nearly 90% of the food produced here is exported to other parts of the country, underscoring its role as essential to national economic resilience.
Emerging industries, such as renewable energy, agribusiness, and tourism, further solidify Mindanao’s place as a dynamic contributor to national growth. As connectivity and investments continue to expand, Mindanao is poised to become a gateway for trade and innovation within the country and across the ASEAN region.
Magno urged fellow Filipinos, particularly those with platforms that shape public perception, to look beyond numbers and engage with facts. Mindanao is not a monolith of struggle—it is a land of opportunity, progress, and unwavering hope. Constructive criticism is welcomed, but sweeping generalizations only distort reality and undermine the dignity of those working tirelessly for a better future.
Every gain in Mindanao is a gain for the entire Philippines. Every Mindanawon matters. Every word spoken about this region should reflect not just its challenges but also its incredible strength and potential. As Mindanao continues its journey toward sustainable development, we invite all stakeholders to join us in fostering a more inclusive, accurate, and hopeful narrative.
