COTABATO CITY – The Bangsamoro Transition Authority (BTA) Parliament unanimously approved Bangsamoro Bill No. 35, also known as the Bangsamoro Memorial Marker Act of 2024, on Monday, August 19.
According to a statement from the BTA, 48 Members of Parliament voted in favor of the measure. This bill aims to establish a memorial marker and eco-park in Camp Abubakar, Barira, Maguindanao del Norte, to commemorate the martyrs (shuhada) who sacrificed their lives for the Bangsamoro struggle for self-determination and freedom. There were no abstentions or votes against the law’s enactment.
As outlined in the bill, the Bangsamoro Memorial Marker will feature a list of names of the shuhada, individuals who sacrificed their lives directly or indirectly in the armed struggle to uphold the Bangsamoro’s right to self-determination and freedom.
The eco-park will be equipped with various facilities, including a multi-purpose hall, children’s playground, parking area, restrooms, wash areas, and access roads.
The bill establishes the Bangsamoro Memorial Management Board (BMMB), tasked with, among other responsibilities, setting eligibility criteria for identifying and including names on the marker.

The BMMB will be led by the Bangsamoro Commission for the Preservation of Cultural Heritage (BCPCH) and comprise members from the Ministry of Public Works (MPW); Ministry of Trade, Investments, and Tourism (MTIT); Bangsamoro Darul-Ifta’ (BDI); Ministry of Basic, Higher, and Technical Education (MBHTE); Ministry of Environment, Natural Resources and Energy (MENRE); the Local Government Unit of Barira, Maguindanao del Norte, and a representative from each province in the Bangsamoro Autonomous Region.
The BCPCH will also act as the secretariat for the BMMB.
The BTA initially appropriated P15-M for the establishment of the memorial marker and eco-park.
