DAVAO CITY, Philippines – City Mayor Sebastian Duterte has voiced strong disapproval of the recent mass relief of 21 police officials in Davao City. This decision was ordered by Chief PNP General Rommel Francisco Marbil and implemented by Police Regional Office XI Regional Director Brigadier General Nicolas Torre.
The mayor expressed deep concerns about the decision’s implications for the city’s longstanding commitment to peace and order.
In a public statement, Mayor Duterte emphasized Davao City’s well-established reputation for peace, order, and security, attributing this achievement to a combination of political will, dedicated law enforcers, and citizen cooperation.
“Davao City has earned a longstanding reputation for its commitment to peace, order, and security for our people. This did not come by accident. It came about by a combination of political will, committed and dedicated law enforcers, and, most of all, citizens’ cooperation,” Duterte stated.
Over the years, this reputation has been nurtured through the strict implementation of initiatives such as Patrol Rehiyon Onse, various crime prevention programs, anti-criminality efforts, and Oplan Kalakinhan, Kababayenhan, and Kabataan Igiya Laban sa Pagpanglugos (OPLAN Men, Women, and Youth Guidance Against Rape), among others. All these efforts were carried out in close collaboration with the City Government.
Mayor Duterte argued that the move by General Marbil and Brigadier General Torre undermines the hard work of these police officials and every police personnel who faithfully fulfills their mandate. Instead of being recognized, they are being relieved and questioned.
The mass relief, which includes the City Police Director, the head of the Special Operations Group, and 19 station commanders, threatens to destabilize the city’s peace and security.

“PBGen Torre’s perception and conclusion on the peace and order situation of Davao City a few days after he set foot in the city is rather fascinating given that he has only been assigned to PRO XI for less than a month,” Duterte remarked.
The Mayor further questioned the decision, pointing out the apparent inconsistency: “If General Torre thought that Davao City police personnel were ineffective in their duties, then how come the very institution he leads has consistently recognized the Davao City Police Office as the top-performing police office in the region?”
Mayor Duterte reaffirmed his commitment to maintaining peace and order, emphasizing the importance of trust and respect between public servants and the community. “I believe we all have the same aspirations where laws are obeyed and public servants enjoy the trust and respect of the people they serve. This is what we will always work for,” he stated.
He concluded by expressing his solidarity with the relieved officers, saying, “The police officers who were relieved have dedicated their lives to serving their fellow Filipinos and do not deserve this treatment. I stand with every member of the Davao City Police Office.”
