TAGUM CITY, Philippines — Davao del Norte Governor Edwin Jubahib has filed a perjury case against 15 individuals whom he alleges are members of the Northern Davao Electric Cooperative (Nordeco). The case was lodged with the prosecution office on Monday, July 15.
Governor Jubahib claims that the accused committed perjury by falsely stating in their signed document that they had filed the case with only one agency, while they had filed complaints in multiple offices including the Office of the Ombudsman—a practice known legally as Forum Shopping.
According to Attorney Israelito Torreon, the accused knowingly misrepresented facts in their verification certificate submitted to the court, where they declared they had not filed a similar case elsewhere.
Named respondents of the perjury charges include:

- Rev. Socrates Idul
- Floro G. Delgado Jr.
- Dionesio C. Gultia
- Nathaniel H. Olacao Jr.
- Restituto Baliguat
- Jaime Diamante
- Leonardo Largo
- Erick Pascual
- Aljon D. Marquez
- Alvin D. Marquez
- Asuncion Enigo
- Maria Leny T. Rivas
- Primitiva Francisco
- Felipe M. Cangas Jr.
These individuals had previously filed a case against Governor Jubahib, resulting in his 30-day preventive suspension issued by the Office of the President.
Perjury is a criminal offense, and Tagum City Prosecutor Noel Padilla Palma stated that it will take up to 120 days for his office to render a decision on the case.
“We have a maximum of 120 days from the date of filing to come up with the resolution,” Pala told Newsline.
Governor Jubahib defended his actions, stating that he was merely seeking to uncover the truth about the accusations hurled against him.
“To show who is telling the truth and who lies between us,” Jubahin emphasized, “So, I submit my case to the court”.
Attorney Torreon reiterated that the accused knowingly misled the court by signing a verification certificate that contradicted their actions of filing similar cases elsewhere, constituting perjury.
The case revolves around Governor Jubahib’s advocacy for replacing the Northern Davao Electric Cooperative with Nordeco as the power distributor in Davao del Norte.
