LAMITAN CITY (October 2) — Basilan is putting contractors on the clock as it rolls out 20 infrastructure projects under its P600-million regular public works program, tightening safeguards against delays and stalled construction.
The Ministry of Public Works-Basilan District Engineering Office (BDEO) awarded the 20 projects to five contractors on Tuesday, Sept. 29, with implementation expected to begin in October.
Acting Basilan District Engineer Alnaif Ronie Cuevas said the projects cover priority areas in Lamitan City and the municipalities of Akbar, Maluso, Mohammad Ajul and Lantawan.
The package includes roads, footbridges and community water supply systems. Individual allocations range from about P4.8 million for water systems to P20 million to P30 million for major road projects, while footbridges receive around P9 million each.
The 20 projects form part of the district’s broader P600-million regular infrastructure allocation for the year.
Tougher contractor rules
The BDEO awarded the projects to three Basilan-based contractors and two from Zamboanga City.
Cuevas said firms with records of delayed, stalled or abandoned projects from previous fiscal years were disqualified during pre-qualification.
The district office is also tightening the release of project funds.
The standard 15-percent advance mobilization payment will be released only after inspectors verify that heavy equipment and essential construction materials are already at the project site.
Progress payments will likewise be tied to actual work. Contractors must reach a verified 50-percent physical completion milestone before receiving the corresponding payment, Cuevas said.
The BDEO will also process and settle completed project billings with complete documentation within 10 days, aiming to prevent administrative delays from holding up construction.
From contracts to construction
The Notices to Proceed are expected to be issued one week after the formal contract signing, with construction scheduled to begin in October.
The district is also seeking to address right-of-way problems that have delayed some older projects. Cuevas said upcoming regional legislation is expected to authorize financial compensation for affected property owners.
For Basilan communities, the next measure is simple: whether the projects are completed on schedule, meet required standards and deliver the roads, bridges and water systems promised.
The P600-million program now moves from procurement to implementation, with the BDEO’s safeguards designed to keep contractors, payments and project progress on track.
