DAVAO CITY (April 26) — The National Bureau of Investigation (NBI) arrested two suspected human traffickers in simultaneous operations in Taytay, Rizal, resulting in the rescue of 14 victims, including four minors.
The suspects, identified as Roel San Esteban and Maria Antonette Maltos a.k.a. “Maria,” are now facing charges for violations of Republic Act No. 9208 (Anti-Trafficking in Persons Act of 2003), as amended, about R.A. No. 7610 (Special Protection of Children Against Abuse, Exploitation, and Discrimination Act).
The operations were conducted by the NBI-Rizal District Office (NBI-RIZDO) following an intelligence tip from a non-government organization working to rescue children from sexual exploitation. Subsequent online surveillance confirmed that individuals using the aliases “Choychoy” and “Maria” were actively involved in trafficking activities in the area.
On April 3, 2025, two entrapment operations were launched. The first team arrested Esteban at a motel along Manila East Road and rescued seven victims, three of whom were confirmed minors following dental examinations by the NBI Odontology Division.
The second team arrested Maltos at an apartment nearby, rescuing another seven victims, including one minor.
The arrested suspects have been presented for inquest proceedings before the prosecutor’s office.
NBI Director Judge Jaime B. Santiago (Ret.) praised the operation, emphasizing the bureau’s continuing commitment to combat human trafficking across the country aggressively.
“The NBI will be relentless in pursuing individuals involved in human trafficking,” Santiago said.
