DAVAO CITY (April 27) — The Commission on Elections (Comelec) has exempted the Department of Agriculture’s (DA) P20-per-kilo rice program from the election spending ban, provided it will not be used to influence voters ahead of the May 12 midterm elections.
In a memo dated April 24, Comelec approved Agriculture Secretary Francisco Tiu Laurel Jr.’s request, citing that the program is part of a long-term initiative running until 2028. About P5 billion from the national budget has been allocated for the rice subsidy.
Poll body Chair George Garcia set conditions: rice distribution must occur only in public venues, with unrestricted access for media and civil society groups. Local government units (LGUs) seeking to resell subsidized rice must also apply separately for a Comelec exemption, as they will have to cover part of the cost.
The DA plans to launch the program next week in Central, Western, and Eastern Visayas, including Negros Island Region, with families allowed to purchase up to 40 kilos per month.
Garcia stressed that any potential election offense related to the program would still be subject to investigation. Formal proceedings will be initiated only if complaints arise, citing the rice distribution as a form of vote buying. Meanwhile, Malacañang warned the public against fake news undermining the project. Presidential Communications Undersecretary Claire Castro urged vigilance, citing false claims circulating online that the subsidized rice is unfit for human consumption.
