DAVAO CITY, Philippines — The Philippine Statistics Authority (PSA) has issued a clarification regarding its role within the country’s civil registration system in light of recent developments and concerns.
The agency issued the statement in the wake of the discovery of over 1,300 Chinese nationals were issued late registration by the Local Civil Registry Office in Sta. Cruz, Davao del Sur.
Under Republic Act No. 10625, also known as the Philippine Statistical Act, the PSA is designated as the central repository for all registered vital documents submitted by Local Civil Registry Offices (LCROs). This mandate includes receiving documents related to significant life events—such as births, deaths, and marriages—and storing these in the national civil registry database. The PSA is responsible for issuing certified copies and authenticating civil registry documents based on the records it maintains.
Additionally, the PSA oversees the technical aspects of civil registration under Act No. 3753, or the Law on Registry of Civil Status. This oversight involves issuing policies, guidelines, and standards to ensure uniform implementation of civil registration across the country. However, the PSA’s supervisory role is limited to providing technical guidance rather than direct administrative control.
Local Government Units (LGUs), through their Local Chief Executives, have general administration and supervision over LCROs. This authority includes the appointment, reassignment, transfer, discipline, and dismissal of LCRO employees, including Local Civil Registrars (LCRs). The PSA does not have the authority to discipline or impose penalties on LCRO staff. Instead, it may recommend the filing of administrative cases to the concerned Local Chief Executive or the Civil Service Commission.
The roles of the PSA and LCROs are distinct yet interdependent. The PSA manages the central repository of civil records, while LCROs handle the actual registration of vital events. The PSA relies on LCROs to maintain the integrity of civil registry documents and ensure thorough due diligence during the registration process.
In response to recent issues affecting the civil registration system, the PSA is taking necessary measures to protect and strengthen the system. The agency is calling for support from lawmakers and cooperation from law enforcement agencies to uphold the integrity of the civil registration process and address any challenges effectively.
