Davao City donates alcohol breath analyzers to Traffic Enforcement Unit

DAVAO CITY, Philippines— In an effort to enhance road safety, the City Government of Davao handed over six (6) alcohol breath analyzers to the Davao City Police Office – Traffic Enforcement Unit (DCPO-TEU) on May 31, 2024.
This initiative coincided with the re-launching of Republic Act 10586, also known as the Anti-Drunk and Drugged Driving Act of 2023.

The turnover ceremony, held at the Davao City Hall, marks a crucial step in the city’s efforts to curb incidents of drunk and drugged driving. The breathalyzers are expected to play a pivotal role in the rigorous enforcement of RA 10586, aimed at deterring drivers from operating vehicles under the influence of alcohol, illegal drugs, or other impairing substances.

PCol. Rolindo Suguilon, Officer-in-Charge of the DCPO, highlighted the importance of this initiative during his address. “The enforcement of R.A. 10586 underscores our commitment to preventing reckless behavior and promoting responsible driving among motorists in Davao City,” he stated. He stressed that these breathalyzers will be instrumental in raising awareness and ensuring compliance with the law, thus contributing to safer streets for all.

The breathalyzer kits were officially turned over by Davao City Mayor Sebastian “Baste” Duterte. PCol. Suguilon received the equipment on behalf of the DCPO, expressing gratitude for the city’s support in equipping the police with modern tools to enforce traffic laws effectively.

Following the turnover, the Land Transportation Office XI (LTO XI), led by Regional Director Eleonor Calderon, authorized 120 personnel from the TEU and DCPO to implement and enforce the provisions of RA 10586. Calderon underscored the ongoing commitment of LTO XI and other agencies to rigorously apply the law to maintain road safety and protect the citizens of Davao.

“Ensuring that our streets remain safe for every Dabawenyo is a continuous effort,” Calderon noted. “These breathalyzers will enhance our capability to identify and take action against impaired drivers.”

Mayor Duterte also expressed his appreciation for the diligent efforts of the TEU and DCPO in maintaining the city’s safety and order. “Our police force has been relentless in their duty to uphold traffic rules and regulations. This donation is a testament to our ongoing partnership and dedication to making Davao City a safer place,” the Mayor stated.

Republic Act 10586, originally enacted in 2013 and amended in 2023, aims to penalize drivers under the influence of alcohol or dangerous drugs. The law sets clear guidelines for the conduct of sobriety checkpoints and the use of breath analyzers to detect impaired driving. The re-launch of this act underscores the continuous need to adapt and strengthen measures against impaired driving.

The addition of these breathalyzers is part of a broader strategy by the Davao City Government to enhance road safety. This strategy includes educational campaigns, stricter law enforcement, and community engagement to foster a culture of responsible driving.

Looking ahead, the city plans to expand its road safety programs by integrating advanced technologies and training more personnel to ensure compliance with traffic laws. The local government also aims to collaborate with various stakeholders, including private sector partners and community groups, to promote comprehensive road safety measures.

With these initiatives, Davao City continues to lead by example in the fight against impaired driving, setting a standard for other regions to follow.
