COTABATO CITY (July 16) — In a significant push to combat hunger and child malnutrition, the Bangsamoro Government has officially launched the implementing rules for the Bangsamoro Nutrition Commission (BNC), paving the way for a unified regional response to one of BARMM’s most persistent public health challenges.
The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), through the Ministry of Health (MOH), unveiled the Implementing Rules and Regulations (IRR) of Bangsamoro Autonomy Act No. 83, or the Bangsamoro Nutrition Commission Act of 2025, on July 9.
The law formally establishes the BNC as the region’s highest policy-making, coordinating, monitoring, and advisory body on nutrition, health, and food security, bringing government agencies, local government units, development partners, and communities under a common strategy to reduce hunger and improve nutrition outcomes.
For Bangsamoro Health Minister Dr. Kadil Sinolinding Jr., the commission represents more than the creation of another government office.
“We are not just launching an agency; we are creating a turning point for the Bangsamoro people’s future,” Sinolinding said during the launch.
He described the BNC as a long-term commitment to ensure that no Bangsamoro child is deprived of a healthy future because of hunger or malnutrition.
“The establishment of the BNC is our collective vow that no child in the Bangsamoro Region will have their potential deprived by hunger and malnutrition,” he said.
The newly launched IRR provides the operational roadmap for implementing the law, clearly defining the responsibilities of ministries, local governments, development organizations, and other stakeholders in carrying out nutrition and food security programs across the region.
The initiative also gained strong backing from development partners.
UNICEF Mindanao Field Office chief Andreas Wuestenberg welcomed the adoption of the IRR, describing it as a crucial milestone in transforming policy into concrete action.
“We are glad to witness this important achievement of the Bangsamoro Government towards ensuring that every mother, every child, and every family has an opportunity to live healthier and more productive lives,” Wuestenberg said.
He noted that with the IRR now in place, the Bangsamoro Nutrition Commission can begin functioning as a fully operational institution capable of leading and coordinating nutrition interventions throughout the region.
Bangsamoro Member of Parliament Dr. Hashemi Dilangalen, chair of the Bangsamoro Transition Authority’s Committee on Health, said the commission is expected to address long-standing gaps by ensuring nutrition programs work together instead of operating independently.
“The BNC is meant to organize our nutrition response across the region. It brings local government units, health workers, schools, government agencies, communities, and development partners together so that our programs do not move separately from one another,” Dilangalen said.
A key component of the law is the development of the Bangsamoro Plan of Action for Nutrition (BPAN), which will serve as the region’s comprehensive roadmap for reducing malnutrition, strengthening food security, and improving the health of mothers and children across BARMM.
With the commission now legally operational, Bangsamoro officials hope coordinated planning, stronger partnerships, and sustained investment will accelerate efforts to break the cycle of hunger and malnutrition, particularly among the region’s most vulnerable communities.
