DAVAO CITY (April 19) – The Philippine National Police (PNP) has confirmed that three suspects in the kidnapping and killing of Filipino-Chinese businessman Anson Que (also known as Anson Tan) and his driver, Armanie Pabillo, are now in the custody of the PNP Anti-Kidnapping Group (AKG).

The suspects are facing two counts of kidnapping for ransom with homicide, following inquest proceedings conducted by the Department of Justice. One of the suspects voluntarily surrendered and admitted his involvement in the crime.

According to the investigation, the victims were brought to a house in Barangay Langka, Meycauayan, Bulacan, where they were killed.

Que and Pabillo were last seen on March 29, 2025, after having lunch at Que’s office in Valenzuela City. The following day, Que’s family received a ransom demand of up to $20 million via WeChat, prompting them to report the incident to the PNP-AKG. Despite negotiations, the victims’ remains were found on April 9 along a roadside in Rodriguez, Rizal. Forensic tests later confirmed their identities.

PNP Chief, Police General Rommel Francisco Marbil, immediately formed a Special Investigation Task Group (SITG) headed by PLtGen Edgar Alan Okubo. The SITG collaborated with the Criminal Investigation and Detection Group (CIDG), AKG, Anti-Cybercrime Group (ACG), and Police Regional Offices 3 and 4A, as well as other support units.

Investigators revealed that the crime had been planned as early as January 2025. Through surveillance footage, cyber monitoring, and intelligence operations, authorities were able to track down two of the suspects in Palawan, who were arrested in the early hours of April 18. The third suspect surrendered the same day.

Key evidence included CCTV footage and the recovery of an abandoned Lexus van in Quezon City. One suspect was caught on camera purchasing wet wipes and plastic bags—items believed to have been used to remove forensic evidence.

On April 16, authorities executed a search warrant at the Meycauayan residence where the killings allegedly took place. DNA evidence matching Pabillo was recovered from the scene.

The PNP also confirmed that two Chinese nationals, believed to be the masterminds of the operation, remain at large. They were reportedly present when the victims were taken.

PNP Chief Marbil commended the coordinated efforts of all units involved:

“I extend my sincere gratitude to our Special Investigation Task Group, led by Okubo, for their remarkable leadership and coordination. I also commend the CIDG, AKG, ACG, HPG, and Police Regional Offices 3 and 4A. Your dedication and tireless investigation led to this success. This case is a testament to the professionalism and unity of the PNP in solving complex crimes.”

This development came as the Volunteers Against Crime and Corruption (VACC) praised the PNP for their efforts.

“We acknowledge the considerable dedication of the personnel involved in this case, whose diligent, behind-the-scenes work has yielded significant initial results. We also recognize the unwavering leadership and strategic direction provided by PNP Chief PGen Rommel Francisco D. Marbil, whose decisive actions have played a critical role in advancing this investigation,” VACC said in a statement.

The group expressed hope for the full resolution of the Anson Que case, including the arrest and prosecution of all those involved, particularly the masterminds.

“We are grateful for the restoration of public trust and confidence in our law enforcement institutions, which serve as the cornerstone of our criminal justice system. On behalf of the Filipino people, we offer our sincere appreciation for your service as guardians of justice.”
