DAVAO CITY — To further protect the welfare of Filipino seafarers, President Ferdinand R. Marcos Jr. witnessed the signing of the Implementing Rules and Regulations (IRR) for the Magna Carta of Filipino Seafarers on Wednesday, just three months after the law was enacted.

The signing was carried out by Department of Migrant Workers (DMW) Secretary Hans Leo Cacdac and Maritime Industry Authority (MARINA) Administrator Sonia Malaluan.

During his speech, President Marcos emphasized several key provisions of the IRR, including the creation of One-Stop Shop Centers for Seafarers, as well as measures to ensure fair medical treatment and access to free legal representation.

“For women in the maritime industry, this IRR is just one of the ways we aim to protect and value you,” President Marcos said. “The Magna Carta of Filipino Seafarers, along with its IRR, guarantees your rights against discrimination and harassment.”

He added, “This step not only opens more opportunities within the industry but also reflects our commitment to a more progressive and equitable policy in the maritime sector.”

The President also highlighted that the IRR seeks to strengthen the Filipino maritime workforce by improving access to advanced training. It also requires maritime education institutions to upgrade their facilities, ensuring that seafarers and cadets are equipped with the skills necessary to compete globally.

“These efforts go beyond simply complying with international standards. They ensure a brighter future for our seafarers in an industry that is rapidly evolving. The provisions are part of a comprehensive plan to improve the lives of Filipino seafarers and their families,” he said.

President Marcos urged key agencies, including the Department of Transportation (DOTr), MARINA, the Department of Labor and Employment (DOLE), the DMW, and others, to ensure the swift and effective implementation of the IRR.

He also called for strict compliance from all stakeholders, urging them to help seafarers fully benefit from the law. “We must ensure that every provision of the Magna Carta and its IRR serves as a reliable safeguard for our seafarers,” the President said.

In closing, President Marcos reaffirmed the government’s commitment to the ongoing safety and welfare of Filipino seafarers.
