DAVAO CITY — Good news for Mindanao! The Ministry of Foreign Affairs of Japan has revised its overseas travel safety information, lowering the risk levels (Travel Advisory) for several areas in Mindanao, Philippines.

Ishikawa Yoshihisa, Consul General of Japan, announced the changes in a press statement released on December 20, outlining the following updates:

1. Davao Region

The Davao region, comprising Davao Oriental, Davao de Oro, Davao del Norte, Davao del Sur, and Davao Occidental, had its advisory lowered from “Level 2” to “Level 1.” Major urban centers such as Mati City, Tagum City, Samal City, Davao City, and Digos City remain at Level 1, signaling a safe environment for tourists with standard precautions.

2. Province of Misamis Oriental

In Misamis Oriental, the risk level was reduced from “Level 2” to “Level 1.” This includes areas such as Cagayan de Oro City, Jasaan, Villanueva, and Tagoloan, which remain at Level 1.

3. Surigao City

Surigao City’s advisory level was lowered from “Level 2” to “Level 1,” enhancing its appeal as a travel destination. However, the Province of Surigao del Norte remains at Level 2, while the Siargao Islands continue to be classified as Level 1.

4. Eastern Sarangani Province

In eastern Sarangani Province, areas such as Malungon, Alabel, Malapatan, and Glan saw their advisory level reduced from “Level 3” to “Level 2.” Meanwhile, western Sarangani Province (Maitum, Kiamba, and Maasim) remains at Level 3.

Travel Advisory Levels

  • Level 1: Take extra care.
  • Level 2: Refrain from traveling if non-essential and non-urgent.
  • Level 3: Refrain from traveling at any time.

Travelers are encouraged to exercise caution and adhere to safety guidelines to ensure a secure and enjoyable experience while exploring Mindanao’s diverse destinations.

Impact on Tourism and Local Economy

The lowering of travel advisories is expected to have a significant impact on the tourism industry and local economies across Mindanao. Mindanao Development Authority Secretary Leo Tereso Magno highlighted the opportunities this development brings.

Magno stated that improved security conditions pave the way for more travelers to experience the region’s eco-tourism, historical sites, and vibrant urban life. He emphasized that this change enhances the appeal of key destinations such as Cagayan de Oro, which serves as a gateway to Northern Mindanao and an adventure tourism hub.

In Sarangani Province, Magno noted that the downgrade signals a positive trajectory for tourism and investment in the eastern municipalities. However, he stressed the importance of continued vigilance and security enhancements to fully realize the benefits of this development.

The Davao region, renowned for its natural wonders, cultural heritage, and business opportunities, is anticipated to see a surge in international and domestic tourists. This increase in visitor arrivals is projected to stimulate local businesses, particularly in the hospitality, dining, and transportation sectors, driving economic growth in the region.

“This adjustment reflects improved security measures and fosters confidence among international travelers, especially from Japan. It is expected to bolster local economies dependent on tourism-related activities, with key sectors like accommodations, transport, and retail poised to benefit,” Magno said.

He further highlighted the cultural exchanges that are likely to flourish as a result of increased foot traffic from tourists.
