DAVAO CITY — The provincial government of Davao Occidental has announced an allocation of PHP 300 million for flood control projects in 2025, following the approval of a PHP 700-million loan from the Development Bank of the Philippines (DBP), Governor Franklin Bautista revealed last week.
Bautista explained that the funding will primarily support the construction of river control structures in flood-prone areas, as well as seawalls to protect the coastal town proper. “Our establishments are not being protected from flooding, so we have to build the river control projects,” he stated, highlighting the urgency of the situation.
He noted that flood control projects in Barangays Ticulon and Pangian have already been completed this year.
In addition to flood control measures, Bautista mentioned that the budget will also cover infrastructure projects, including a provincial jail, a training center, and a coliseum, all set to be completed next year. These “big-ticket” initiatives aim to improve the overall quality of life for residents in the province.
Davao Occidental is particularly vulnerable to flooding due to its geographical location and climate challenges. The province experiences a tropical climate, with distinct wet and dry seasons, making it prone to heavy rains and subsequent flooding, especially in low-lying areas.
The socio-demographic profile of Davao Occidental reflects a diverse population, predominantly composed of indigenous peoples, agricultural workers, and urban residents. The province has a rich cultural heritage, influenced by various ethnic groups, including the Mandaya and Dibabawon.
As of the latest census, Davao Occidental has a population of over 500,000, with a majority engaged in agriculture, fisheries, and small-scale enterprises.
The province’s economic landscape is characterized by its agricultural products, including bananas, coconuts, and various root crops, which are vital for both local consumption and export.
As climate change exacerbates weather patterns, initiatives like the flood control program are crucial for protecting livelihoods and enhancing resilience in Davao Occidental. The government’s proactive approach aims not only to mitigate flooding but also to support sustainable development and improve the quality of life for its residents.
