DAVAO CITY, Philippines — On Wednesday, the Philippine National Police (PNP) disclosed new and disturbing details about Apollo Quiboloy’s alleged criminal activities, further intensifying the ongoing investigation into his actions.
PNP Chief Gen. Rommel Francisco D. Marbil, during his visit to the PNP XI regional command, reported that several brave victims have come forward with crucial information about the systematic abuse of young women under Quiboloy’s influence. These victims, referred to within his organization as “pastorals,” have reported severe exploitation and manipulation.
“These courageous individuals have shared their harrowing experiences, revealing a troubling pattern of abuse and control,” Gen. Marbil stated. He noted that many of these victims, who are members of Quiboloy’s organization, have endured extreme mistreatment.
Among the pastorals, several have been identified as part of an “inner circle”—a select group of young women who allegedly suffered sexual abuse by Quiboloy. “These so-called ‘inner circle pastorals’ were particularly vulnerable, with victims as young as 12 years old. Their testimonies have been crucial in uncovering the full extent of Quiboloy’s alleged crimes,” Gen. Marbil said.
Davao City Acting Police Director Col. Hansel Marantan reported that about five pastorals admitted to suffering in silence due to sexual abuse. Marantan explained that police interviews with these members revealed their painful experiences.
The PNP is actively evaluating and verifying the information provided by the victims to build a stronger legal case against Quiboloy.
“This is just the beginning. The PNP is thoroughly examining all evidence to construct a solid case. We are committed to leaving no stone unturned in our pursuit of justice,” Gen. Marbil emphasized.
In collaboration with various government agencies, the PNP also supports the victims, ensuring their safety and well-being throughout the investigation. Gen. Marbil urged any additional potential victims to come forward, assuring them of full protection and assistance.
“We encourage anyone still suffering in silence to reach out. The PNP is here to support you, and we are determined to secure justice for all the victims,” he said.
Marbil reaffirmed the PNP’s commitment to holding Quiboloy accountable, emphasizing that no one is above the law.
“We are sending a clear message—no one will escape justice, especially those who prey on the vulnerable. These victims deserve their day in court, and we will ensure they receive it,” he concluded.

The cases
Quiboloy and his four co-accused in the child and sexual abuse and qualified human trafficking complaints surrendered on Sunday, September 8, after the police cornered them inside the ACQ Building, also known as the Bible School Building.
