BUTUAN CITY (December 4) — The Department of Social Welfare and Development (DSWD) has extended aid to 213 people living with HIV (PLHIV) in Caraga this year, as the region confronts a sharp rise in new infections.

DSWD-13 reported Wednesday (Dec. 3, 2025) that assistance—ranging from food and medical support to cash, educational aid, and transportation—was provided through its Protective Services Division to help PLHIV stay connected to treatment and support systems.

The update comes as HIV cases in Caraga climbed from 1,464 in 2024 to 2,195 in 2025, according to the Department of Health (DOH), marking an increase of 731 new cases in just one year.

Most beneficiaries are young men

The DSWD said 84% of those assisted were male, mirroring DOH data that HIV in Caraga continues to predominantly affect men—especially young adults.

DOH-13 reports that male-to-male sexual contact remains the highest mode of transmission, with nearly half (49%) of cases involving individuals aged 25 to 34.

  • Surigao del Norte: 38
  • Surigao del Sur: 20
  • Dinagat Islands: 4

Social workers say the support aims to reduce barriers that often keep PLHIV from continuing treatment—such as transportation costs, food insecurity, or stigma at home and in the community.

Community lens: Rising cases, rising challenges

Advocates point out that the spike in cases underscores the need for stronger community awareness, accessible testing, and stigma-free spaces where people can seek help without fear.

Health workers noted that many newly diagnosed clients delay seeking treatment due to discrimination, which can worsen their health outcomes and increase the likelihood of transmission.

Local groups continue to push for wider HIV education, more community-led testing events, and stronger protection of the rights and privacy of people living with HIV.
